What is MTCTE and why does MTCTE certificate matter for telecom equipment


MTCTE stands for mandatory testing and certification of telecom equipment. It is the mechanism through which the government of India ensures that every telecom product introduced for use in India meets prescribed standards. When a router base station or any piece of telecom equipment is sold in India . It must be safe for networks and users. MTCTE certificate was created to ensure devices do not cause harmful interference do not exceed radio frequency limits and comply with essential requirements that protect public communication networks.

The telecommunication engineering center or TEC evaluates whether equipment meets these essential requirements and issues a TEC certificate when the product passes conformity assessment. The MTCTE scheme is not paperwork for its own sake. It is about conformance and about keeping existing network performance and public safety intact. Think of it as quality insurance for the communications that connect daily life.

TEC Certification Testing

TEC Certification directs all telecom equipment to undergo mandatory testing and certification (MTCTE) prior to sale or import for use in India.

MTCTE is carried out to check conformance with essential requirements of the equipment,  by TEC-designated labs.
Essential Requirements (ER) includes EMI/ EMC, Safety, technical requirements, and other requirements as notified by TEC/ DoT.
The lab also has the capability to support safety testing per IEC 62368-1, IEC 60215, IP testing per IEC 60529, and environmental tests per QM 333.

There are two types of TEC MTCTE Certification schemes:


  1. General Certification Scheme (GCS): Under this TEC MTCTE Certification scheme, the applicant shall be required to submit test wise compliance (summary sheet provided with the test report) along with the test reports itself, in accordance with the parameters included in the Essential Requirements (ERs), from any designated Conformity Assessment Bodies (CAB) or recognized CAB of Mutual Recognition Arrangement (MRA) partner country. The test results shall be evaluated for compliance against respective ERs.
  2. Simplified Certification Scheme (SCS): Under this TEC MTCTE Certification scheme, the applicant must test the product in accordance with the Essential Requirements and submit a test wise compliance sheet along with a Self-Declaration of Conformity (SDoC), in accordance with the parameters included in the ERs. All other rules/procedures that apply under the GCS shall apply in case of SCS, with the exception of the test reports, which are not required to be submitted by the applicant or evaluated by TEC. TEC certification, however, reserves the right to request a copy of the test report from the applicant to be submitted.
  3. The Essential Requirements describe the technical regulations prescribed under this framework which include:
  • Safety
  • Electromagnetic interference (EMI)/Electromagnetic Compatibility (EMC)
  • Technical requirements (including wireless / radio frequency (RF))
  • Security: To be notified by Department of Telecommunication (DoT)
  • Other requirements: To be notified by DoT
